This phase has been based on the concept of the &#8220;New Republic&#8221;, as a national project that goes beyond the idea of implementing projects to reformulating the philosophy of state administration, enhancing its ability to confront internal and external challenges, building a more diversified and sustainable economy, while preserving national security and maximizing Egypt&#8217;s regional and international role.<\/strong><\/p>\n<p dir=\"ltr\"><strong>The past years have been characterized by the state&#8217;s adoption of an approach based on long-term strategic planning, linking implementation plans to clear objectives extending until 2030, in line with the Sustainable Development Strategy and Egypt&#8217;s future vision. The goal is no longer merely to address immediate crises, but to establish a state capable of continuity and growth amid a highly complex and changing regional and international environment.<\/strong><\/p>\n<p dir=\"ltr\"><strong>Infrastructure&#8230; The Solid Foundation for Development<\/strong><\/p>\n<p dir=\"ltr\"><strong>The Egyptian state recognized that economic development cannot be achieved without modern infrastructure that represents the backbone of any development process. Therefore, the country witnessed an unprecedented boom in the construction of road networks, axes, bridges, and tunnels, which contributed to reducing transit times, improving the efficiency of trade and investment flows, and connecting industrial zones to ports and local and regional markets.<\/strong><\/p>\n<p dir=\"ltr\"><strong>Ending the electricity crisis also represented a strategic shift, after Egypt came to possess a production surplus that enabled it to support industrial expansion and attract investment, in addition to enhancing energy security as one of the most important elements of national security.<\/strong><\/p>\n<p dir=\"ltr\"><strong>The development process was not limited to roads and energy, but extended to the development of ports, logistics zones, and airports, enhancing Egypt&#8217;s position as a regional hub for trade and global supply chains.<\/strong><\/p>\n<p dir=\"ltr\"><strong>The Egyptian Citizen at the Heart of the Development Process<\/strong><\/p>\n<p dir=\"ltr\"><strong>Despite the scale of the national mega-projects, the state has been keen to place the human being at the center of development, based on the principle that building societies is not achieved by facilities alone, but by improving quality of life.<\/strong><\/p>\n<p dir=\"ltr\"><strong>In this context, social protection and rural development initiatives have emerged as one of the largest integrated development programs, targeting the development of Egyptian villages and improving health and education services, drinking water, sanitation, housing, and basic infrastructure, contributing to narrowing the development gap between rural and urban areas.<\/strong><\/p>\n<p dir=\"ltr\"><strong>The social support system has also witnessed notable development, in parallel with economic reform programs, with the aim of achieving a balance between development requirements and preserving social justice and protecting the most vulnerable groups.<\/strong><\/p>\n<p dir=\"ltr\"><strong>Digital Transformation&#8230; Modern State Administration<\/strong><\/p>\n<p dir=\"ltr\"><strong>One of the most important pillars of the New Republic has been digital transformation, which is no longer merely the use of technology, but has become a new approach to managing state institutions.<\/strong><\/p>\n<p dir=\"ltr\"><strong>The government has expanded the digitization of public services, the development of databases, and the modernization of administrative work systems, contributing to reducing routine procedures, raising performance efficiency, enhancing transparency and combating corruption, and improving the quality of services provided to citizens and investors.<\/strong><\/p>\n<p dir=\"ltr\"><strong>This transformation represents one of the most important factors in attracting investment, as the speed of completing procedures and the efficiency of government services have become among the main indicators that investors consider when making their decisions.<\/strong><\/p>\n<p dir=\"ltr\"><strong>The Green Economy&#8230; Egypt&#8217;s Gateway to the Future<\/strong><\/p>\n<p dir=\"ltr\"><strong>Amid the global shift towards a low-emission economy, Egypt has moved to adopt a new economic model based on sustainable development and clean energy, ensuring economic growth while preserving the environment.<\/strong><\/p>\n<p dir=\"ltr\"><strong>Green hydrogen is at the forefront of the promising sectors on which the state is betting, leveraging its distinguished geographical location, the availability of solar and wind energy sources, and the logistical infrastructure provided by the Suez Canal Economic Zone.<\/strong><\/p>\n<p dir=\"ltr\"><strong>This sector represents a strategic opportunity to transform Egypt into a global hub for the production and export of clean fuel, while attracting massive investments and transferring modern technology, in addition to using hydrogen in heavy industries and maritime transport, which enhances the added value of Egyptian industry and raises the competitiveness of exports.<\/strong><\/p>\n<p dir=\"ltr\"><strong>This vision is also integrated with the expansion of electricity generation from renewable energy sources, supporting the achievement of sustainable development goals and reducing dependence on conventional fuels.<\/strong><\/p>\n<p dir=\"ltr\"><strong>Smart Cities&#8230; Redrawing the Urban Map<\/strong><\/p>\n<p dir=\"ltr\"><strong>Recent years have witnessed the construction of a new generation of smart cities that rely on the latest digital management systems and modern technological infrastructure, foremost among them the New Administrative Capital, New Alamein, and other urban cities.<\/strong><\/p>\n<p dir=\"ltr\"><strong>The importance of these cities is not limited to urban expansion alone, but they represent a new model for resource management, rationalizing energy consumption, achieving environmental sustainability, and providing an attractive environment for investment and residents, contributing to redistributing population density and achieving balanced development.<\/strong><\/p>\n<p dir=\"ltr\"><strong>Modern Transport System&#8230; The Arteries of Development<\/strong><\/p>\n<p dir=\"ltr\"><strong>The state has given great attention to developing the transport system as one of the most important factors supporting the economy.<\/strong><\/p>\n<p dir=\"ltr\"><strong>Egypt has implemented massive projects in the field of smart transport, including the Light Rail Transit (LRT), the monorail, and the high-speed rail, in addition to developing the railway network and ports.<\/strong><\/p>\n<p dir=\"ltr\"><strong>The importance of these projects is not limited to facilitating the movement of citizens, but they represent a key pillar for connecting industrial and agricultural zones to seaports, reducing transport costs, and increasing the competitiveness of the national economy.<\/strong><\/p>\n<p dir=\"ltr\"><strong>National Security&#8230; Diversifying Sources of Power<\/strong><\/p>\n<p dir=\"ltr\"><strong>Aware of the nature of the turbulent regional environment, the state has adopted a policy based on diversifying sources of armament and not relying on a single military school, thereby achieving strategic decision-making independence and granting the armed forces great operational flexibility.<\/strong><\/p>\n<p dir=\"ltr\"><strong>In parallel, the state has moved towards localizing defense industries and transferring military technology, through cooperation with international partners to produce numerous pieces of equipment inside Egyptian factories, whether in the naval, land, munitions, or electronic systems industries.<\/strong><\/p>\n<p dir=\"ltr\"><strong>This approach represents a qualitative leap, as military manufacturing no longer aims only to meet the needs of the armed forces, but has become a promising economic sector that opens up prospects for export, enhances high-tech national industries, and provides job opportunities for Egyptian cadres.<\/strong><\/p>\n<p dir=\"ltr\"><strong>This development also includes attention to modern military technology fields, foremost among them unmanned aerial vehicles, intelligent systems, and electronic warfare, in keeping with the nature of contemporary conflicts.<\/strong><\/p>\n<p dir=\"ltr\"><strong>Foreign Policy&#8230; A Balanced Presence and Growing Influence<\/strong><\/p>\n<p dir=\"ltr\"><strong>In recent years, Egypt has pursued a foreign policy based on balance, respect for the sovereignty of states, and non-interference in internal affairs, while preserving national interests and strengthening regional and international partnerships.<\/strong><\/p>\n<p dir=\"ltr\"><strong>Cairo has reinforced its role as a trusted mediator in many regional issues, and contributed to supporting de-escalation efforts and settling disputes, which has consolidated its position as one of the most important pillars of stability in the Middle East and Africa.<\/strong><\/p>\n<p dir=\"ltr\"><strong>Egypt&#8217;s accession to international economic blocs also reflected growing confidence in the Egyptian economy, and its role in reshaping the balances of the global economy, allowing for greater opportunities for trade and investment cooperation.<\/strong><\/p>\n<p dir=\"ltr\"><strong>Vision 2030&#8230; From Development to Building a Capable State<\/strong><\/p>\n<p dir=\"ltr\"><strong>What Egypt is witnessing today cannot be viewed as a collection of separate projects, but rather represents an integrated project to rebuild the state on modern economic, technological, and institutional foundations.<\/strong><\/p>\n<p dir=\"ltr\"><strong>Vision 2030 is based on building a competitive economy capable of facing global crises, enhancing food and energy security, achieving digital transformation, expanding the green economy, raising the efficiency of state institutions, and improving the quality of life for citizens.<\/strong><\/p>\n<p dir=\"ltr\"><strong>Despite continuing economic, regional, and international challenges, having a clear strategic vision, linked to implementation plans and integrated projects, gives the state greater ability to adapt to changes and achieve its development goals.<\/strong><\/p>\n<p dir=\"ltr\"><strong>Conclusion<\/strong><\/p>\n<p dir=\"ltr\"><strong>The New Republic represents a phase that goes beyond the concept of traditional development to building a modern state capable of competing, relying on knowledge, technology, and innovation, investing in people before projects, and in the future before the present.
