Science and Technology<\/strong><\/h3>\n

\u00a0As geopolitical crises such as the Russia\u2013Ukraine War, the Israel\u2013Hamas conflict, and tensions between the United States and Iran continue to unfold, the international order that had remained relatively stable since the end of the Cold War is beginning to waver. Latent geopolitical conflicts are resurfacing, and countries around the world are increasing defense spending and strengthening military capabilities in response to growing security uncertainties. These developments are driving a rise in global demand for defense industries and creating an opportunity for the defense sector to emerge as a core element of South Korea\u2019s foreign policy strategy.<\/strong><\/p>\n

In particular, the current shift in international affairs deserves attention because it offers South Korea an opportunity not only to expand defense exports but also to broaden the scope of its diplomacy. Unlike ordinary industrial cooperation, defense cooperation naturally develops into long-term military and security partnerships. Once a weapons system is introduced, it requires ongoing collaboration in areas such as education and training, maintenance and repair, and performance upgrades. This process naturally fosters strategic relationships between countries. Therefore, defense cooperation should not be viewed simply as arms exports, but rather as an important tool for expanding diplomatic influence.<\/strong><\/p>\n

Following the Russia\u2013Ukraine War, European countries have significantly increased defense spending and accelerated military modernization. In this environment, the competitiveness of South Korea\u2019s defense products has already been internationally recognized. Korean defense industries possess a unique combination of high performance, reasonable pricing, and a strong manufacturing base capable of meeting delivery schedules. In particular, the ability to supply large quantities within a short period of time is regarded as a major competitive advantage in the global defense market.<\/strong><\/p>\n

This competitiveness has once again drawn attention amid rising tensions in the Middle East stemming from recent U.S.\u2013Iran conflicts. As threats from missile and drone attacks increase, demand for missile defense systems to protect energy facilities and critical infrastructure is also expanding. In this context, interest in South Korea\u2019s missile defense systems is growing. Furthermore, the need to replenish depleted air defense assets during periods of conflict is likely to further increase future demand.<\/strong><\/p>\n

More recently, as the concept of economic security gains prominence, the scope of defense cooperation is also expanding. In the past, defense cooperation mainly focused on traditional weapons systems such as tanks, fighter jets, and self-propelled artillery. Today, however, cooperation is increasingly extending into fields such as shipbuilding, energy, and advanced industries. For example, icebreakers for Arctic shipping routes, LNG carriers for energy transportation, and military support vessels can all be viewed as new forms of defense cooperation that combine security and economic interests. This trend demonstrates that defense cooperation is evolving into a broader strategic partnership connected to national industries as a whole.<\/strong><\/p>\n

South Korea, in particular, possesses strong competitiveness in a wide range of industries, including shipbuilding, nuclear power, semiconductors, hydrogen, and construction. When combined with defense cooperation, these industrial capabilities can generate significant synergy effects. Integrating defense cooperation with energy or infrastructure partnerships can expand the scope of collaboration with partner countries and help establish long-term cooperative relationships.<\/strong><\/p>\n

Defense cooperation is also highly significant from the perspective of South Korea\u2019s economic security. South Korea has an export-driven economy and relies heavily on energy imports. Any disruption in energy supply could have a substantial impact on the entire Korean economy. In this regard, strategies that combine defense cooperation with energy cooperation can contribute to strengthening economic security. In particular, simultaneously pursuing defense and energy partnerships with Middle Eastern countries could reinforce mutual dependence and establish more stable long-term relationships.<\/strong><\/p>\n

The South Korean government should therefore utilize defense cooperation as a core instrument of foreign policy. By expanding economic and security cooperation with multiple countries through defense partnerships, South Korea can establish itself as a strategically important nation within the international community. Countries that build cooperative relationships with South Korea are likely to recognize that South Korea\u2019s stability and security are directly linked to their own national interests, which in turn can strengthen Korea\u2019s diplomatic position.<\/strong><\/p>\n

However, realizing these opportunities will require strong diplomatic support. Defense cooperation is not merely a business transaction between companies; it is an area where intergovernmental coordination plays a crucial role. Political trust and diplomatic relations are especially important factors. Therefore, a systematic defense diplomacy strategy utilizing overseas diplomatic missions and diplomatic channels is essential.<\/strong><\/p>\n

In addition, because defense cooperation is inherently long-term in nature, it requires a strategic approach. Defense diplomacy should aim to build sustainable long-term partnerships. In particular, it is necessary to actively pursue integrated cooperation that combines defense, industrial, and energy partnerships.<\/strong><\/p>\n

The current transformation of the international order presents South Korea with a significant opportunity to expand its diplomatic influence through defense cooperation. Expanding defense cooperation can contribute not only to strengthening industrial competitiveness but also to enhancing diplomatic influence. By broadening economic and security partnerships with various countries through defense cooperation, South Korea can establish the foundation to emerge as both a technological powerhouse and a diplomatic leader.<\/strong><\/p>\n

Therefore, defense cooperation should be recognized as a strategic opportunity to expand the horizons of South Korean diplomacy. By strengthening a foreign policy strategy centered on defense cooperation amid changes in the international order, South Korea can position itself as a key partner in global security cooperation.
