The president said it was the first time since 1962 that there has been a \u201cdirect threat\u201d of nuclear weapons\u2019 being used, as Russian President Vladimir Putin’s military struggles in Ukraine.<\/strong><\/h4>\n\n\n\n

President Joe Biden said Thursday the risk of nuclear “Armageddon” is the highest it has been for 60 years after Russian President Vladimir Putin\u00a0renewed his threats\u00a0as his military retreats in Ukraine.<\/p>\n\n\n\n

In remarks at a reception for the Democratic Senatorial Campaign Committee, Biden said it was the first time since the 1962 Cuban Missile Crisis that there has been a “direct threat” of nuclear weapons\u2019 being used, “if, in fact, things continue down the path they are going.\u201d<\/p>\n\n\n\n

\u201cWe have not faced the prospect of Armageddon since Kennedy and the Cuban Missile Crisis,\u201d he said, offering his bluntest comments about the use of nuclear weapons since\u00a0Russia invaded Ukraine\u00a0in February.<\/p>\n\n\n\n

Late last month, Putin renewed nuclear threats he made at the onset of Russia\u2019s invasion.<\/p>\n\n\n\n

\u201cIf the territorial integrity of our country is threatened, we will certainly use all the means at our disposal to protect Russia and our people,\u201d the Russian leader\u00a0said\u00a0in a televised national address.<\/p>\n\n\n\n

“I’m not bluffing,” he added.<\/p>\n\n\n\n

Putin issued his warning as he announced the\u00a0call-up of 300,000 Russian troops\u00a0after his military forces\u00a0suffered severe setbacks\u00a0on the battlefield in Ukraine.<\/p>\n\n\n\n

This week Kyiv\u2019s troops were\u00a0pushing forward\u00a0in the country\u2019s east and south, threatening a major new breakthrough and forcing Putin\u2019s soldiers to retreat from territory he claimed to have annexed in a grand ceremony last week. With pressure growing over those defeats and the chaotic mobilization at home, fears have intensified that he may be willing to escalate further rather than accept defeat.<\/p>\n\n\n\n

Biden said Thursday that he takes Putin’s threat seriously.<\/p>\n\n\n\n

“We\u2019ve got a guy I know fairly well.He\u2019s not joking when he talks about potential use of tactical nuclear weapons or biological or chemical weapons because his military is you might say significantly underperforming.”<\/p>\n\n\n\n

Biden added that he didn’t think there was a way the Kremlin might resort to a tactical nuclear strike on the battlefield \u2014 as some analysts have speculated \u2014 without inviting global catastrophe.<\/p>\n\n\n\n

\u201cI don\u2019t think there\u2019s any such thing as the ability to easily [use] a tactical nuclear weapon and not end up with Armageddon,” he said.<\/p>\n\n\n\n

“We are trying to figure out what is Putin\u2019s off ramp? Where does he find a way out? Where does he find himself where he does not only lose face but significant power?” Biden said.<\/p>\n\n\n\n

Biden was speaking at the home of James Murdoch, son of the media mogul Rupert Murdoch, who was hosting the fundraiser. His somewhat unguarded comments were not said on camera but reported by journalists as part of the pool reporting system.<\/p>\n\n\n\n

The U.S. has officially been cautious in its assessment of Putin’s nuclear threats.On Tuesday White House Press Secretary Karine Jean-Pierre said: “We have not seen any reason to adjust our own strategic nuclear posture, nor do we have indication that Russia is preparing to imminently use nuclear weapons.”<\/p>\n\n\n\n

Biden’s national security adviser, Jake Sullivan, told NBC News\u2019 \u201cMeet the Press\u201d last month that the consequences \u201cwould be catastrophic if Russia went down the dark road of nuclear weapons use.\u201d<\/p>\n\n\n\n

Pressed by host Chuck Todd about what those countermeasures would be, Sullivan would only say, \u201cIn private channels we have spelled out in greater detail exactly what that would mean.\u201d<\/p>\n\n\n\n

Speaking earlier Thursday, Ukrainian President Volodymyr Zelenskyy said that Putin knew the \u201cworld will never forgive\u201d Russia if it used nuclear weapons.<\/p>\n\n\n\n

\u201cHe understands that after the use of nuclear weapons he would be unable any more to preserve, so to speak, his life, and I\u2019m confident of that,\u201d Zelenskyy said.<\/p>\n\n\n\n

Putin has used the threat of nuclear weapons as a tactic throughout his presidency,\u00a0promising to aim his warheads at European targets in 2007.<\/p>\n\n\n\n

In 2018 Russia unveiled a\u00a0new array of nuclear-capable weapons, including an intercontinental ballistic missile that renders defense systems \u201cuseless,\u201d Putin claimed.<\/p>\n\n\n\n

Western military analysts have expressed doubts about whether the Russian leader’s latest threats represent a real change in calculus.<\/p>\n\n\n\n

\u201cI think it signals that he wants people to think he would risk nuclear war,\u201d Phillips O\u2019Brien, a professor of strategic studies at the University of St. Andrews in Scotland, told NBC News on the day of Putin’s televised warning. \u201cI don\u2019t think it means he is any more likely to do it than he was yesterday.\u201d<\/p>\n\n\n\n

The Cuban Missile Crisis is widely viewed as the most fraught and dangerous confrontation of the Cold War.<\/p>\n\n\n\n

In October 1962, President John F. Kennedy\u00a0said in a TV address\u00a0that there was “unmistakable evidence” that Russia had installed nuclear strike capability on Cuba.<\/p>\n\n\n\n

He announced a naval “quarantine” of the island and said any attack would be considered a direct provocation by Russia, “requiring a full retaliatory response upon the Soviet Union.”<\/p>\n\n\n\n

A tense public standoff followed, with the crisis averted only after some high stakes diplomacy between Kennedy and Soviet leader Nikita Khrushchev that was hampered by a misunderstanding of each others’ positions and intentions, as the\u00a0State Department’s own history\u00a0of the incident puts it.<\/p>\n\n\n\n
