{"id":194343,"date":"2022-10-07T15:18:04","date_gmt":"2022-10-07T13:18:04","guid":{"rendered":"https:\/\/www.arabtelegraph.com\/?p=194343"},"modified":"2022-10-07T15:18:05","modified_gmt":"2022-10-07T13:18:05","slug":"as-iranian-women-protest-hijab-rules-here-are-some-of-the-strictest-clothing-laws-around-the-world","status":"publish","type":"post","link":"https:\/\/www.arabtelegraph.com\/?p=194343","title":{"rendered":"As Iranian women protest hijab rules, here are some of the strictest clothing laws around the world"},"content":{"rendered":"\n<p dir=\"ltr\">The death of a young\u00a0woman detained by morality police in\u00a0Iran has sparked\u00a0protests across the globe.Iranian Australians condemn Mahsa Amini&#8217;s death in custodyThe death in custody\u00a0of Mahsa Amini is condemned nationwide, online and internationally and driving ongoing protests against the morality police and hardline interpretations of sharia law.Read more<\/p>\n\n\n\n<p dir=\"ltr\">Mahsa Amini, 22,&nbsp;was arrested in Tehran for wearing &#8220;unsuitable attire&#8221; and died in custody three days later.<\/p>\n\n\n\n<p dir=\"ltr\">Iran is one of only two countries in the world that require women to cover their hair by law.<\/p>\n\n\n\n<p dir=\"ltr\">In rallies that activists say&nbsp;have&nbsp;claimed the lives of more than 80 people, women have burned headscarves and cut&nbsp;their hair in the streets to protest&nbsp;clothing laws imposed on Iranian women.<\/p>\n\n\n\n<p>But there are other countries that impose&nbsp;rules on the way both men and women can dress in public, and it&#8217;s not always about religion.<\/p>\n\n\n\n<p>The location of some of the strictest clothing laws in the world might surprise you.<\/p>\n\n\n\n<h2 class=\"has-text-align-center wp-block-heading\">What does the law in Iran say<\/h2>\n\n\n\n<p dir=\"ltr\">Iranian law states that &#8220;anyone who explicitly violates any religious taboo in public&#8221; should&nbsp;be imprisoned for up to two months, or flogged with&nbsp;74 lashes.<\/p>\n\n\n\n<p dir=\"ltr\">In practice, this means women must cover their hair with a headscarf and their arms and legs with loose clothing.<\/p>\n\n\n\n<p dir=\"ltr\">According to Amnesty International, authorities &#8220;have imposed forced hijab on girls as young as seven years old&#8221;.<\/p>\n\n\n\n<p dir=\"ltr\">Most commonly, women deemed to be&nbsp;&#8220;unsuitably dressed&#8221;&nbsp;are detained&nbsp;until family members bring them appropriate clothing and they sign a statement saying they won&#8217;t do it again.<\/p>\n\n\n\n<p dir=\"ltr\">But in some cases&nbsp;women, like&nbsp;Ms Amini, are sent to a&nbsp;&#8220;guidance centre&#8221;&nbsp;to be taught how to dress appropriately.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img decoding=\"async\" src=\"https:\/\/live-production.wcms.abc-cdn.net.au\/7e3070199c162961ef6900ba02b68993?impolicy=wcms_crop_resize&amp;cropH=660&amp;cropW=990&amp;xPos=0&amp;yPos=0&amp;width=862&amp;height=575\" alt=\"Burqa-clad women walk on Nadir Khan hilltop overlooking Kabul.\"\/><figcaption><strong><em>Afghanistan also requires women to cover their hair.(AP)<\/em><\/strong><\/figcaption><\/figure><\/div>\n\n\n\n<p dir=\"ltr\">The hijab has been compulsory in Iran since the\u00a0Islamic Revolution in 1979, and in\u00a0<strong>Afghanistan<\/strong>\u00a0women have also long been subjected to laws and cultural obligations over their attire.<br><br>Since the Taliban seized power last year, laws have been tightened once more.\u00a0In May, a\u00a0Taliban directive aid\u00a0women should be covered from\u00a0head-to-toe\u00a0with only\u00a0the eyes s<\/p>\n\n\n\n<p dir=\"ltr\">This week, Afghan women joined a growing movement across the globe in support of Iranian women.<\/p>\n\n\n\n<p dir=\"ltr\">As police tore their signs and threatened them, they&nbsp;chanted: &#8220;Iran has risen, now it is our turn. Death to the dictator whether in Kabul or Tehran.&#8221;<\/p>\n\n\n\n<h2 class=\"has-text-align-center wp-block-heading\">Islamic clothing laws apply to&nbsp;men too<\/h2>\n\n\n\n<p dir=\"ltr\">While you may be aware of rules regarding&nbsp;women&#8217;s dress&nbsp;based on&nbsp;Islamic law, there are rules that apply to men&nbsp;also.<\/p>\n\n\n\n<p dir=\"ltr\">In Afghanistan,&nbsp;men are required&nbsp;to wear Islamic clothes and&nbsp;cap, with beards that extend&nbsp;out to the length of a fist.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/live-production.wcms.abc-cdn.net.au\/56857fd20d6b2f64f16a9aa2abbb9207?impolicy=wcms_crop_resize&amp;cropH=2000&amp;cropW=3000&amp;xPos=0&amp;yPos=8&amp;width=862&amp;height=575\" alt=\"Men with long beards sit in the street.\"\/><figcaption><strong><em>In Afghanistan, men must wear traditional dress and cannot cut their beards unless\u00a0it is\u00a0longer than the length of a fist.(Reuters:\u00a0Faisal Mahmood)<\/em><\/strong><\/figcaption><\/figure>\n\n\n\n<p dir=\"ltr\">In Iran, the same&nbsp;law,&nbsp;which saw Ms Amini detained,&nbsp;has been&nbsp;applied&nbsp;to men&nbsp;for having &#8220;western-style&#8221;&nbsp;haircuts or clothing styles, although detentions of men under this code are far less common.<\/p>\n\n\n\n<p dir=\"ltr\">In&nbsp;<strong>Sudan<\/strong>, prior to 2019,&nbsp;&#8220;immoral dress&#8221; could be punished&nbsp;with forty lashes, a fine or both.<\/p>\n\n\n\n<p dir=\"ltr\">This was most commonly\u00a0applied to women for wearing trousers\u00a0or\u00a0skirts above the knee, but its interpretation was left up to law enforcement officers.<\/p>\n\n\n\n<p dir=\"ltr\">While the law also applied to men,&nbsp;enforcement&nbsp;was&nbsp;rare.&nbsp;However, in 2010, seven male models were convicted of indecency for wearing make-up.<\/p>\n\n\n\n<p dir=\"ltr\">After the 2019 revolution, the\u00a0Sovereign Council removed the law,\u00a0yet its effects on society and the expectations on women&#8217;s clothing still linger.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img decoding=\"async\" src=\"https:\/\/live-production.wcms.abc-cdn.net.au\/85db9144016f33f07b9ea5b7328336f8?impolicy=wcms_crop_resize&amp;cropH=3333&amp;cropW=5000&amp;xPos=0&amp;yPos=0&amp;width=862&amp;height=575\" alt=\"A\u00a0Saudi\u00a0family wearing protective face masks and traditional clothes walk down the street.\"\/><figcaption><strong><em>While clothing laws have eased significantly in Saudi Arabia, both men and women are required to &#8220;dress\u00a0respectfully&#8221;.(Reuters:\u00a0Ahmed Yosri)<\/em><\/strong><\/figcaption><\/figure><\/div>\n\n\n\n<p dir=\"ltr\">The same can be said of\u00a0<strong>Saudi Arabia<\/strong>, where, in 2018\u00a0the\u00a0requirement for\u00a0women\u00a0to wear head coverings\u00a0and abayas\u00a0 \u2014\u00a0a long black loose-fitting gown \u2014 was overturned.<\/p>\n\n\n\n<p dir=\"ltr\">Women are still required to&nbsp;&#8220;dress&nbsp;respectfully&#8221;, and&nbsp;Saudi men are also required to keep&nbsp;their&nbsp;shoulders and legs covered with loose-fitted clothing.<\/p>\n\n\n\n<p dir=\"ltr\">While it is women who have borne&nbsp;the brunt of past crackdowns on dress in Saudi Arabia, in some cases men have also been charged.<\/p>\n\n\n\n<p dir=\"ltr\">There have been several reports of men arrested for &#8220;cross-dressing&#8221; or &#8220;dressing like women&#8221;&nbsp;in recent years, according to local media reports.<\/p>\n\n\n\n<h2 class=\"has-text-align-center wp-block-heading\">Bizarre clothing restrictions<\/h2>\n\n\n\n<p dir=\"ltr\">Most countries\u00a0have laws to regulate appropriate dress.Melbournians protest Iran&#8217;s hijab lawHundreds of protesters are gathered in the streets of Melbourne, urging the Australian government to take a stronger stance against Iran.Read more<\/p>\n\n\n\n<p>In&nbsp;<strong>Australia<\/strong>,&nbsp;indecent exposure&nbsp;laws do not prevent women going&nbsp;topless,&nbsp;and breastfeeding in public is a legal right.<\/p>\n\n\n\n<p dir=\"ltr\">However, it is illegal to dress up in black like a cat burglar with black shoe polish on your face, according toOwen Hodge Lawyers of NSW<strong>.<\/strong><\/p>\n\n\n\n<p dir=\"ltr\">The&nbsp;<a href=\"https:\/\/www.abc.net.au\/news\/2022-10-02\/nsw-laws\/101493822\">NSW&#8217;s crimes act<\/a>&nbsp;does outlaw&nbsp;having your<strong>&nbsp;&#8220;<\/strong>face blackened or otherwise disguised &#8230; with intent to commit&#8221; a crime.<\/p>\n\n\n\n<p dir=\"ltr\">It was only in 2013 that&nbsp;<strong>France<\/strong>&nbsp;overturned a 200-year-old ban on women wearing trousers.<\/p>\n\n\n\n<p dir=\"ltr\">If you have ever travelled to&nbsp;<strong>Thailand<\/strong>, you may have come across the widespread belief that leaving the house without underwear is against the law.<\/p>\n\n\n\n<p dir=\"ltr\">However, this rule does&nbsp;not seem to appear in Thailand&#8217;s current penal code.<\/p>\n\n\n\n<p dir=\"ltr\">Many&nbsp;<strong>Caribbean<\/strong>&nbsp;islands have banned&nbsp;wearing&nbsp;any form of camouflage&nbsp;or even carrying&nbsp;items made of camouflage material, according to local travel advisories.<\/p>\n\n\n\n<h2 class=\"has-text-align-center wp-block-heading\">Cultural dress laws in&nbsp;North Korea, Bhutan<\/h2>\n\n\n\n<p dir=\"ltr\">While many clothing laws&nbsp;originate from dominant religious beliefs, some stem from&nbsp;other local customs and traditions.<\/p>\n\n\n\n<p dir=\"ltr\">In Bhutan traditional Bhutanese&nbsp;dress \u2014&nbsp;the knee-length wrap-around &#8220;gho&#8221; for men and the ankle-length dress known as the &#8220;kira&#8221; for women \u2014&nbsp;was made compulsory outside of the home&nbsp;in 1989.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img decoding=\"async\" src=\"https:\/\/live-production.wcms.abc-cdn.net.au\/60bc3d4c989cf8b08039056f80032df3?impolicy=wcms_crop_resize&amp;cropH=2298&amp;cropW=3447&amp;xPos=20&amp;yPos=0&amp;width=862&amp;height=575\" alt=\"People wait in line wearing Bhutan traditional dress.\"\/><figcaption><strong><em>Traditional Bhutanese\u00a0dress\u00a0was made compulsary outside of the home\u00a0in 1989.(Reuters:\u00a0Cathal McNaughton)<\/em><\/strong><\/figcaption><\/figure><\/div>\n\n\n\n<p dir=\"ltr\">While the country has gradually relaxed the dress code in recent years, it is still required at school, work and&nbsp;official functions.<\/p>\n\n\n\n<p dir=\"ltr\">There are strict dress codes in North Korea, including harsh penalties recently announced for anyone with a&nbsp;<a href=\"https:\/\/www.abc.net.au\/news\/2021-07-09\/north-korea-piece-talks-defectors\/100277922\">&#8220;western style&#8221; haircut or wearing skinny jeans<\/a>.<\/p>\n\n\n\n<p dir=\"ltr\">In 2014, Radio Free Asia reported that male university students were&nbsp;required to get the same haircut as their leader Kim Jong-un.<\/p>\n\n\n\n<p>The ABC was unable to confirm if this is still required today.<\/p>\n\n\n\n<h2 class=\"has-text-align-center wp-block-heading\">Banning modesty<\/h2>\n\n\n\n<p dir=\"ltr\">Some western countries have made dressing too conservatively a crime.Could France\u2019s hijab ban happen in Australia?France is hardly alone in its approach to Muslim attire. The same attitudes exist in Australia.Read more<\/p>\n\n\n\n<p dir=\"ltr\">Since\u00a02010,\u00a0<a href=\"https:\/\/www.abc.net.au\/religion\/could-frances-hijab-ban-happen-in-australia\/13613528\">France<\/a>,\u00a0Denmark,\u00a0Belgium, Austria, the Netherlands, Bulgaria,\u00a0<a href=\"https:\/\/www.abc.net.au\/news\/2011-08-04\/italy-moves-to-ban-face-veils\/2824028\">Italy,<\/a>\u00a0Switzerland and Latvia\u00a0have\u00a0introduced various bans on\u00a0conservative\u00a0versions of Islamic dress, often referred to as &#8220;burqa bans&#8221;.<\/p>\n\n\n\n<p dir=\"ltr\">In 2017,&nbsp;<a href=\"https:\/\/www.abc.net.au\/news\/2014-12-12\/china-burqa-ban-in-xinjiang-sparks-rights-concerns\/5962784\"><strong>China<\/strong>&nbsp;banned the burqa<\/a>&nbsp;in the largely Islamic state of&nbsp;Xinjiang, and some other&nbsp;<a href=\"https:\/\/www.abc.net.au\/news\/2021-03-14\/sri-lanka-to-ban-burqas-close-more-than-1000-islamic-schools\/13246390\">Asian<\/a>&nbsp;as well as&nbsp;African states have also imposed similar bans.<\/p>\n\n\n\n<p dir=\"ltr\">While the reasons cited&nbsp;for&nbsp;such restrictions are usually related to security, these laws&nbsp;have been widely criticised as a violation of religious freedom.<\/p>\n\n\n\n<p dir=\"ltr\">But it&#8217;s not just western countries that have banned Islamic dress.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img decoding=\"async\" src=\"https:\/\/live-production.wcms.abc-cdn.net.au\/c6099549dcd10bfa8fd1bcce9346e61e?impolicy=wcms_crop_resize&amp;cropH=2000&amp;cropW=2997&amp;xPos=1&amp;yPos=0&amp;width=862&amp;height=575\" Cavanough)<\/em><\/strong><\/figcaption><\/figure><\/div>\n\n\n\n<p dir=\"ltr\">The government of&nbsp;<strong>Tajikistan<\/strong>, where 90 per cent of the population identifies as Muslim, passed a law in 2017 that urges Tajiks to &#8220;stick to traditional and national clothes&#8221; and suggests that women wear their hair uncovered.<\/p>\n\n\n\n<p dir=\"ltr\">Police have used the law to crack&nbsp;down on women&#8217;s headscarfs and men&#8217;s beards in raids and road blocks.<\/p>\n\n\n\n<p dir=\"ltr\">In&nbsp;<strong>Tunisia<\/strong>, the&nbsp;niqab \u2014 which covers all but the eyes \u2014&nbsp;was outlawed in 2019, while in&nbsp;<strong>Turkey<\/strong>, it wasn&#8217;t until 2010 that the&nbsp;government ended a headscarf ban in universities, government buildings and
