This Government is so inept that it can\u2019t even get their story straight when they\u2019re screwing people over.<br>\n\u201cWhen it comes to laying people off because all their measures so far have failed, the people of Manchester aren\u2019t even worth \u00a320. What a shabby disgrace.\u201d<br>\nShadow chancellor Anneliese Dodds described the Government\u2019s approach as a \u201cphantom framework\u201d.<br>\nShe said: \u201cIf that framework is there, why hasn\u2019t the Government published it? But that\u2019s what we\u2019ve got to aim for.<br>\n\u201cLet\u2019s not be defeatist about it. Let\u2019s renew our efforts. Let\u2019s move heaven and earth to ensure that all of our local authorities have got a fighting chance of coming out.\u201d<br>\nHe said the increasing rates in Barnsley, where he is also a Labour MP, are \u201cparticularly worrying\u201d.<\/p>\n\n\n\n<p dir=\"ltr\"><strong>&#8216;I\u2019ve moved heaven and earth to secure the maximum amount of resource that we could&#8217;<\/strong><\/p>\n\n\n\n<p dir=\"ltr\">Sheffield City Region mayor Dan Jarvis told the PA new agency: \u201cI\u2019ve moved heaven and earth to secure the maximum amount of resource that we could. I honestly don\u2019t think I could have got any more money out of the Government.<br>\n\u201cBut we\u2019ve secured a package that will help us to reduce the rate of reinfection, to reduce the pressure on our NHS, at the same time supporting our economy.<br>\n\u201cSo we need to keep talking to Government about what more support they are able to give. Certainly I\u2019ll be making that case over the coming weeks and months.\u201d<br>\nAsked whether he should have taken the same approach as Greater Manchester mayor Andy Burnham, he said: \u201cI think the approach was the right one. In the end, we\u2019ve got to do what we think is best for our residents.<br>\n\u201cAndy\u2019s done that in Greater Manchester. I don\u2019t think it is the case that the mayor of Manchester, unlike the mayor of Liverpool, speaks for Great Britain in the way that (she) suggested.<br>\n\u201cIndeed it is also a point of record that the mayor of Manchester\u2019s position is both not deliverable operationally, because local authorities do not have access to welfare payments for the dynamic aspect of joint job support\u2026 but also it was at odds with the tiering approach that we set out.<br>\n\u201cSo there is a difference, I am sorry to say, between the approach taken by the mayor of Manchester and the constructive approach taken by other local leaders.<br>\n\u201cIt is important not just to talk about local authority support in terms of \u00a38 per head, that is just one component of a much wider package of support that the PM has announced.\u201d<\/p>\n\n\n\n<p dir=\"ltr\"><strong>27 more deaths in North East and Yorkshire<\/strong><\/p>\n\n\n\n<p dir=\"ltr\">The number of deaths of patients in England with Covid-19 by region are as follows:<br>\nEast of England &#8211; 5<br>\nLondon \u2013 8<br>\nMidlands &#8211; 12<br>\nNorth East &amp; Yorkshire &#8211; 27<br>\nNorth West &#8211; 37<br>\nSouth East &#8211; 3<br>\nSouth West &#8211; 2<\/p>\n\n\n\n<p dir=\"ltr\"><strong>94 more hospital deaths in England<\/strong><\/p>\n\n\n\n<p dir=\"ltr\">NHS England has said a further 94 people who tested positive for Covid-19 have died, bringing the total number of confirmed reported deaths in hospitals in England to 31,275.<br>\nPatients were aged between 49 and 97 years old. All but one patient (aged 71) had known underlying health conditions.<br>\nDate of death ranges from 14 October to 20 October 2020 with the majority being on or after 17 October.<br>\nTheir families have been informed.<\/p>\n\n\n\n<p dir=\"ltr\"><strong>No changes to free school meal policy<\/strong><\/p>\n\n\n\n<p dir=\"ltr\">A Number 10 spokesman said there were no changes to the Government\u2019s free school meal policy despite pressure to extend them over the holidays.<br>\nThe spokesman said: \u201cWhile schools continue to play an integral role in the community, it\u2019s not for them to regularly provide food during school holidays.\u201d<\/p>\n\n\n\n<p dir=\"ltr\">Government talks with Tees Valley and Tyneside over Tier 3 restrictions &#8216;paused&#8217;<\/p>\n\n\n\n<p dir=\"ltr\">Government talks with Tees Valley and Tyneside over introducing Tier 3 coronavirus restrictions have been paused, it is understood.<br>\nIt follows signs that progress has been made in controlling Covid-19 in the area.<br>\nDiscussions have also taken place about moving Nottinghamshire and West Yorkshire into the highest category of restrictions.<\/p>\n\n\n\n<p dir=\"ltr\"><strong>Labour deputy leader brands Greater Manchester support package &#8216;an insult&#8217;<\/strong><\/p>\n\n\n\n<p dir=\"ltr\">Labour deputy leader Angela Rayner has called the Government\u2019s financial support package for Greater Manchester \u201can insult\u201d.<br>\nShe also told the Commons her aunt died last week from Covid-19 at Stepping Hill Hospital in Stockport.<br>\nDuring a Commons debate on financial support for areas under tighter Covid-19 restrictions, she said: \u201cSo I speak today not just as a member of this House, nor as a Mancunian, but as someone who, like many others across our city and our country, who in the last few weeks has lost loved ones to this terrible virus.<br>\n\u201cWe were offered \u00a38 per head or, to put it another way, 30 seconds work for a consultant working on the collapsed Test and Trace system.<br>\n\u201cLet me say this: \u00a38 per person is an insult and now they are attempting to play us off against each other across GM.<br>\n\u201cWell let me tell the Prime Minister, our mayor stood up for Greater Manchester but he spoke for Great Britain.\u201d<\/p>\n\n\n\n<p dir=\"ltr\"><strong>14 further deaths reported in Wales<\/strong><\/p>\n\n\n\n<p dir=\"ltr\">There have been a further 962 cases of Covid-19 diagnosed in Wales, bringing the total number of confirmed cases in the country to 38,361.<br>\nPublic Health Wales said 14 further deaths had been reported, with the total number of deaths since the beginning of the pandemic rising to 1,736.<\/p>\n\n\n\n<p dir=\"ltr\"><strong>Ministers urgently reviewing powers<\/strong><\/p>\n\n\n\n<p dir=\"ltr\">Ministers are \u201curgently reviewing\u201d Covid-19 powers which enable government officials to use \u201creasonable force\u201d to make people self-isolate.<br>\nConservative former Home Office minister Mark Harper welcomed regulations to put the requirement to self-isolate in law but told the Commons: \u201cI have grave concerns about the powers to use reasonable force that have been given to state officials other than police officers who are simply not trained to use those powers safely.<br>\n\u201cAs a former Home Office minister, I think this risks the safety and lives of individuals.\u201d<br>\nHe asked health minister Edward Argar to assure him that these powers would be limited to police officers only, adding: \u201cIf he can\u2019t give me that reassurance, I regret to say I am unable to support the measures on today\u2019s order paper.\u201d<br>\nMr Argar replied: \u201cWe do appreciate concerns about the reasonable force allowances in the regulations. The powers to authorise persons other than the police and PCSOs to use reasonable force have not been used and there are no intentions to use them.<br>\n\u201cBut he does make his point well, as always, and we\u2019re urgently reviewing these powers given concerns he and others have raised around proportionality of enforcement.\u201d<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/www.arabtelegraph.com\/wp-content\/uploads\/2020\/10\/0_UK-On-Lockdown-Due-To-Coronavirus-Pandemic-1024x768.jpg\" alt=\"\" class=\"wp-image-173582\" srcset=\"https:\/\/www.arabtelegraph.com\/wp-content\/uploads\/2020\/10\/0_UK-On-Lockdown-Due-To-Coronavirus-Pandemic-1024x768.jpg 1024w, https:\/\/www.arabtelegraph.com\/wp-content\/uploads\/2020\/10\/0_UK-On-Lockdown-Due-To-Coronavirus-Pandemic-300x225.jpg 300w, https:\/\/www.arabtelegraph.com\/wp-content\/uploads\/2020\/10\/0_UK-On-Lockdown-Due-To-Coronavirus-Pandemic-768x576.jpg 768w, https:\/\/www.arabtelegraph.com\/wp-content\/uploads\/2020\/10\/0_UK-On-Lockdown-Due-To-Coronavirus-Pandemic.jpg 1200w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure><\/div>\n\n\n\n<p dir=\"ltr\"><strong>Hospitality businesses &#8216;hung out to dry&#8217;<\/strong><\/p>\n\n\n\n<p dir=\"ltr\">Labour MP Paul Blomfield (Sheffield Central) argued hospitality businesses were being \u201chung out to dry\u201d, adding the deal \u201cdoesn\u2019t meet all the concerns of local leaders, nor does it provide the support that businesses need\u201d.<br>\nHe said: \u201cBecause they are not being required to close, they won\u2019t get the support that they need, they are simply being hung out to dry.\u201d<br>\nMr Argar said the Government\u2019s deal was \u201cfair and proportionate\u201d.<br>\nTory Miriam Cates (Penistone and Stocksbridge) said it was very important \u201cthat we do know what we\u2019re aiming for\u201d, adding: \u201cCan he guarantee that he will have regular ongoing discussions with local leaders and local people about whether we\u2019re heading in the right direction to make sure that people do know that we\u2019re on the right track?\u201d<br>\nMr Argar replied: \u201cThe 28-day period is the sunset point at which these fall unless renewed or altered, there are actually reviews within 14 days, the secretary of state continues to monitor data and so will be reviewing progress at more frequent intervals.\u201d<\/p>\n\n\n\n<p dir=\"ltr\"><strong>&#8216;Fair and proportionate&#8217;<\/strong><\/p>\n\n\n\n<p dir=\"ltr\">Health Minister Edward Argar said the Government has to be \u201cfair and proportionate\u201d when it comes to awarding further financial support for regions in the same tier.<br>\nHealth minister Edward Argar(Image: Loughborough Echo)<br>\nLabour\u2019s Peter Kyle (Hove) said: \u201cIf you are leading an authority, you\u2019ve got to ask the question \u2013 what is the point of negotiating?\u201d<br>\nMr Argar replied: \u201cWe have been working very closely in a collegiate way with local authorities, but it is absolutely right that alongside that negotiation, that discussion on the package and the support that they need, that we recognise that we have to be fair and proportionate again across other regions which are in the same tier.\u201d<br>\nLabour\u2019s Andrew Gwynne (Denton and Reddish) said it is being widely reported that Communities Secretary Robert Jenrick is meeting with Greater Manchester MPs about the next steps for the city region, adding: \u201cSadly it seems that none of the 18 Labour MPs have received an invite.\u201d<br>\nMr Gwynne said: \u201cIs this an accidental oversight or further evidence of increasing ambivalence towards our city region?\u201d<br>\nMr Argar replied that there is \u201cno ambivalence towards his city region\u201d, adding: \u201cI am happy to look into the specific question he raises about being briefed by the local government secretary.\u201d<\/p>\n\n\n\n<p dir=\"ltr\"><strong>Bolton Council leader &#8216;not prepared&#8217; for them to miss out on support given to other areas<\/strong><\/p>\n\n\n\n<p dir=\"ltr\">The Conservative leader of Bolton Council said he has spoken to Communities Secretary Robert Jenrick and confirmed the council is willing to look at an individual deal over the Government\u2019s offer of \u00a360 million in additional support to Greater Manchester.<br>\nCouncillor David Greenhalgh said: \u201cIt is clear the amount on the table, which is what has been accepted in Liverpool, Lancashire and now South Yorkshire, and I am not prepared for Bolton businesses to miss out on this extra financial help.<br>\n\u201cThis is not the time for posturing and politics.
