According to the French media, French president Emmanuel Macron is planning to deploy troops to Syria’s Manbij to help local Kurds in resisting Turkish forces. The move has reportedly been coordinated with Washington. Sputnik discussed relations between France and Turkey with Gear\u00f3id \u00d3 Colm\u00e1in, Paris-based geopolitical analyst and journalist.<\/strong><\/p>\n<\/div>\n

\n

What can you say about\u00a0the conversation between\u00a0the Turkish and the French presidents? It seems that there is quite a bit of\u00a0disagreement. Do you think that there are issues other than\u00a0cooperation with\u00a0the SDF that they are in\u00a0disagreement about\u00a0when it comes to\u00a0Syria?<\/strong><\/p>\n

Gear\u00f3id \u00d3 Colm\u00e1in:<\/strong>\u00a0If you look at\u00a0the history of\u00a0French-Turkish relations even going back to\u00a0the sixteenth century, France generally used the Ottoman Empire as\u00a0a stick with\u00a0which to\u00a0beat the central European powers, the Habsburgs in\u00a0the sixteenth century and later\u00a0\u2014 Austria. I think French policy towards\u00a0Turkey in\u00a0the current context is similar with\u00a0important differences in\u00a0sense that France sees Turkey as\u00a0an emerging imperial power and as\u00a0a rival. It is probably one of\u00a0the reasons for\u00a0France’s hostility towards\u00a0Turkey’s entry into\u00a0European Union, because the Turkish military is extremely powerful, it’s reputed to\u00a0be even more powerful than\u00a0the French military and the French want military dominance in\u00a0the European Union context.<\/p>\n

That’s one tension between\u00a0France and Turkey, and with\u00a0respect to\u00a0the Kurdish problem, the US is supporting the YPG forces, which are linked to\u00a0the PKK [Kurdistan Workers’ Party] in\u00a0Turkey, so, from\u00a0the Turkish perspective, it is a national security threat to\u00a0have a buffer state, develop in\u00a0northern Syria, which will have access to\u00a0the eastern Mediterranean. But the western side of\u00a0the NATO coalition clearly wants that to\u00a0happen. That has been the case throughout\u00a0the war. The have supported the Kurds and that has been to\u00a0the chagrin of\u00a0the Turks. We now have a situation whereby Turkey is at\u00a0war with\u00a0France, effectively over\u00a0the Kurdish issue. It is a proxy war. The French recently, in\u00a0the mold of\u00a0Francois Hollande, the former French president, accused Russia of\u00a0allowing Turkey to\u00a0enter Northern Syria in\u00a0order to\u00a0weaken and divide NATO. The French and the Americans are clearly concerned about\u00a0Turkey’s rapprochement with\u00a0Russia, its recent agreement to\u00a0cooperate with\u00a0Russia.<\/p>\n

So Turkey is kind of\u00a0in a difficult position right now\u00a0\u2014 on\u00a0the one hand it’s cooperating with\u00a0Russia, on\u00a0the other hand it’s NATO member who is effectively at\u00a0war with\u00a0another NATO member, i.e. France and possibly the US. We don’t know what the United States really means, what Trump really means, when he says the US is going to\u00a0pull out\u00a0of Syria. They reportedly have 20 military bases in\u00a0the country right now. [\u2026] It looks like\u00a0the French are taking over, or at\u00a0least offering to\u00a0take over, where the Americans are leaving off.<\/p>\n

So that was the gist perhaps of\u00a0Trump’s statement saying that “We’re going to\u00a0be leaving Syria very very soon and let the other people take care of\u00a0it.” Do you think France was intended as “the other people”?<\/strong><\/p>\n

Gear\u00f3id \u00d3 Colm\u00e1in:<\/strong>\u00a0It looks to\u00a0me to\u00a0be the case. The French are clearly pursuing US policy in\u00a0Syria and have been from\u00a0the very start of\u00a0the war. They don’t have an independent policy in\u00a0the Middle East and haven’t had an independent policy since\u00a0Chirac. France is clearly working on\u00a0behalf of\u00a0the United States and I think that will be my reading of\u00a0it right now.<\/p>\n

Does France have any of\u00a0its own interests in\u00a0the Syrian conflict? Other than\u00a0what is dictated by\u00a0American policy.<\/strong><\/p>\n

Gear\u00f3id \u00d3 Colm\u00e1in:<\/strong>\u00a0France was traditionally the protector of\u00a0Christians in\u00a0the Middle East. That was the case in\u00a0Lebanon, but\u00a0it hasn’t been the case for\u00a0a long time. France hasn’t protected anyone in\u00a0this war. They have been supporting terrorism from\u00a0the very start. Now not only have they been supporting terrorism against\u00a0the Syrian state. [\u2026] But now they are being accused by\u00a0their cohorts in\u00a0terrorism, i.e. Turkey of\u00a0supporting terrorism against\u00a0them. France has really been in\u00a0a mess since\u00a0this war began. [\u2026]\n

The proposal was already declined by\u00a0Ankara. They said that those who cooperate with\u00a0terror groups against\u00a0Turkey will become a target for\u00a0Turkey. How is that going to\u00a0impact Turkey’s relations with\u00a0France and the EU in\u00a0general?<\/strong><\/p>\n

Gear\u00f3id \u00d3 Colm\u00e1in:<\/strong>\u00a0Turkey has already threatened the EU on\u00a0several occasions\u00a0\u2014 last year, year before\u00a0Turkey threatened to\u00a0unleash an avalanche of\u00a0migrants on\u00a0Europe, to\u00a0intensify the migrant crisis in\u00a0Europe, if the EU would not concede to\u00a0their demands, regarding funding and accession conditions [to the EU]. Turkey has already basically threatened Europe with\u00a0coercive engineered migration, as\u00a0a form of\u00a0warfare, if the European Union doesn’t fully cooperate with\u00a0Turkey’s demands.
